Yvonne Fabara is the Ecuador Director for ENTRA Consulting. Dr. Fabara is an international expert on oil and gas transactions, with over 30 years of professional experience in legal, corporate and government positions. As the former Hydrocarbon Secretary of the Republic of Ecuador, she executed petroleum exploration agreements for the development of projects in the Ecuadorian Amazon. At the time, these agreements sent a message that the Ecuadorian government was eager to build up confidence in companies wanting to invest in the country. Her experience has a strong focus on upstream strategies, and also on major downstream infrastructure projects. She executed three oil exploration and production contracts for blocks 28, 79 and 83 in the South Oriente Region on behalf of the Republic of Ecuador. These contracts have incorporated foreign investors in the petroleum industry in Ecuador. Dr. Fabara was a member of the integrated management team for the construction of the Ecuadorian Heavy Oil Pipeline (OCP), and has also been legal counsel for different construction and service companies working in the petroleum sector. Additionally, she was advisor to the Ecuadorian Ministry of Non-Renewable Resources. As an academic, Dr. Fabara is affiliated as an Energy Visiting Scholar at the Environment, Energy and Natural Resources Center of the University of Houston Law Center. She is also a Bi-National Fellow at Texas A&M International University and a professor at the Universidad Autónoma de Nuevo León in Mexico. She has a JD degree from the Catholic University of Ecuador in Quito, and also holds a Master of Science degree in comparative government from the London School of Economics and a diploma in international law from the Society of International Studies in Madrid, Spain.
